Khemraj Reetun, Deputy Director of Audit

Mr. Khemraj Reetun is presently Deputy Director of Audit in the National Audit Office which he joined in 1985 (39 years). He has been Head of Division since 1992.  Khemraj spearheaded the implementation of the Computerisation project of the NAO for a paperless office, Risk Based Audit Methodology, Quality Assurance, IT audit, amongst others, etc.

Khemraj also held the following positions at National and International Levels:

  • Audit Committee Member of SADC; 
  • International Assembly Representative of ACCA UK for the African Region;
  • Past Presidents of MIPA and ACCA Mauritius;
  • Board member of the Financial Reporting Council;
  • Vice President of ISACA Mauritius,
  • Member of the Audit Committee of the Mauritius Institute of Directors. and
  • Accountant at the Central Water Authority.
 

Khemraj has spoken at International Conferences for AFROSAI-E, MIPA, ACCA, PAFA and ECSAFA.

Khemraj has been a Technical Expert for AFROSAI-E and IDI of the INTOSAI. He co-authored the guide on Risk Management Framework for Supreme Audit Institutions for AFROSAI-e.

Khemraj is a Fellow Member of ACCA, a Member of MIPA, holder of an MBA and a Certified Information System Auditor (CISA) of ISACA (USA).

Ahmad Abdool Gaffoor, Deputy Director of Audit

Mr. Ahmad Abdool Gaffoor, Deputy Director of Audit since 2021, is a Fellow of the Association of Chartered Certified Accountants (FCCA), holds a Master Degree in Business Administration (Finance) and is a member of Mauritius Institute of Professional Accountants (MIPA). 

His area of specialisation is ISSAI and is accredited as IDI-PSC ISSAI Facilitator in December 2013 after having successfully completed the ISSAI Certification Programme for Financial Audit.

He joined the National Audit Office in September 1987. He is presently serving as a Cluster Coordinator at the NAO and is in charge of the Quality Assurance Unit and Research and Development at the NAO. 

He also serves as chairperson to the NAO Quality Assurance Committee and is a member of the NAO Steering Committee as well. He acts as a lead facilitator in various training held at the NAO.

Mr. D.Ramkishore, Deputy Director of Audit since March 2024, is a Fellow of the Association of Chartered Certified Accountants (FCCA) and is a member of Mauritius Institute of Professional Accountants (MIPA).

He joined the National Audit Office in August 1987. He was appointed as Assistant Director of Audit since July 2003. He has more than 36 years of experience at the NAO. He is presently serving as a Cluster Coordinator at the NAO and is a member of the NAO Steering Committee. He also acts as facilitator in various training held at the NAO.

He is presently a member of the NAO Capacity Development Committee and Performance Audit Steering Committee.

Mr. Toolsee Dodah has been appointed Assistant Director of Audit in July 2004. He presently holds a portfolio comprising Ministries/Departments and Rodrigues Regional Assembly, and Statutory Bodies, Special Funds, Other Bodies and a Local Authority. Mr Dodah is a Fellow of the Association of Chartered Certified Accountants (FCCA) and a member of the Mauritius Institute of Professional Accountants. He joined the Civil Service in September 1981 and the National Audit Office in September 1987.

He is presently a member of the Public Records Appraisal Committee of the National Archives Department.

Lutchmanen Appasamy, Assistant Director of Audit

Mr. Lutchmanen Appasamy joined the Office of the Director of Audit in June 1981 and was appointed Assistant Director of Audit since July 2004.

Throughout his career at the National Audit Office (NAO) he has dealt with both local and international challenges which exposures have been fruitful for the NAO in many ways.

He represented the Director of Audit on the National Archives Committee on various occasions in late 1990’s. In December 2000 he was designated to serve the Economic Crime Office. He became Principal Auditor/Division Head in 2002. He also carried other forensic and special missions overseas. He participated in the design/creation of a Website for the NAO and chaired in 2003 both a Committee of Divisional Heads and a Sub-Committee for the Preparation of a set of Audit Programmes for the audit of Parastatal Bodies. He also represented/assisted the Director of Audit at the Public Accounts Committee on various occasions.

He was accredited as an IDI Training Specialist in March 2006 by the INTOSAI Development Initiative and participated in the Design of a Course to ‘Detect Fraud while Auditing’ for the AFROSAI-E in July 2006.

He attended the first Quality Assurance Symposium in South Africa in May 2003. He represented the NAO, by presentation of a Paper on Revenue Audit at the International Seminar held by SAI India in 2011 for its 150th Anniversary, by participating with Auditor Generals in International Seminar in China in October 2019, and by participating in the Budgetary Sub-Committee for COMESA in Swaziland.


Prior to his joining the Office of the Director of Audit, Lutchmanen joined the Civil Service in October 1980, dealing with finance duties at the Meteorological Services followed by airplanes communication at the Civil Aviation Department.

Lutchmanen is a Fellow Member of the Association of Chartered and Certified Accountant (FCCA), holds a Master in Business Administration (MBA with specialisation in finance), is a member of MIPA and is an accredited “IDI Training Specialist”.

 

B. Naseem Dulloo, Assistant Director of Audit

Mrs. B. Naseem Dulloo, Assistant Director of Audit since February 2013, is a Fellow of the Association of Chartered Certified Accountants (FCCA), holds a Master Degree in Business Administration (General) and is a member of Mauritius Institute of Professional Accountants (MIPA). She also completed the Certification Programme in Public Procurement in June 2010. She was accredited as IDI-PSC ISSAI Facilitator in December 2013 after having successfully completed the ISSAI Certification Programme for Financial Audit.

She started her career in the audit field at the Kemp Chatteris audit firm in 1991 before joining the National Audit Office in 1992 as Trainee Examiner of Accounts. She has more than 30 years of experience at the NAO.  She is a member of the Audit and Budgetary Committee of COMESA and the Audit and Risk Management Committee of Commission of Indian Ocean (COI) since 2017.

Mr. M. Mamode Ally joined the NAO in 1992 as Trainee Examiner of Accounts; and climbed the ladder to reach the post of Assistant Director of Audit in 2018. He is a Chartered Certified Accountant. He also holds a Diploma in Treasury from the Association of Corporate Treasurers (UK) and had passed the Certified Information Systems Auditor. Before joining the NAO, Mr. Mamode Ally worked for three years as Semi Senior at Kemp Chaterris – Deloite and Touche

He is currently responsible for overseeing the audit of a portfolio of Ministries, Statutory and Other Bodies, Special Funds and a Local Authority.

Mariam. B. Hoobayekhan-Agowun

Mrs. Mariam .B. Hoobayekhan-Agowun is presently appointed Assistant Director of Audit and is in charge of the audit of Ministries/ Government Departments, Statutory and other Bodies and a Local Authority. She is a fellow of the Association of Chartered Certified Accounts (FCCA) and a member of the Mauritius Institute of Professional Accountants (MIPA). She joined the National Audit Office in year 1992 as trainee Examiner of Accounts.

Mr. Juihendranath DODAH joined the National Audit Office (NAO) in September 1994 as trainee examiner of accounts. Mr. J Dodah has more than 29 years of experience in auditing. He was promoted to various positions at NAO and is now holding the post of Assistant Director of Audit.

He is currently in charge of the financial audit of a portfolio of Ministries and Departments along with statutory bodies and a Local Authority.

He is also in charge of Performance Audit Unit at NAO. He has closely collaborated with the AFROSAI-E (English speaking African Supreme Audit Institutions) in various workshops and contributed to AFROSAI-E Guidance Document “Guideline: Sustainable SAIs: Leading by example and contributing to the SDGs and Agenda 2063”. He acted as facilitator in several Performance Audit training workshops organised by AFROSAI-E both locally and internationally. Several organisations solicited his services in providing training in auditing.

Mr J. Dodah is a fellow of the Association of Chartered Certified Accountant and is a member of MIPA.

Bhargvee Ghoorah, Assistant Director of Audit

Miss Bhargvee Ghoorah, Assistant Director of Audit, is a Fellow of the Association of Chartered Certified Accountants (FCCA) and is a member of Mauritius Institute of Professional Accountants (MIPA).

She joined the National Audit Office in 1992 and was promoted to Assistant Director of Audit in April 2023. Currently, she is responsible for overseeing the audit of a portfolio of Ministries, Statutory and Other Bodies, Special Funds and a Local Authority.

Mr. Gooruchandrasen Madhow is the Assistant Director of Audit since July 2023.  He joined the National Audit Office in September 1994 as Trainee Examiner of Accounts.  He has more than twenty-five years’ experience in the Auditing profession.  Prior to joining the National Audit Office, he worked for more than five years in a banking organisation.

He is a Fellow of the Association of the Association of Chartered Certified Accountants since 2007.  He is also a member of the Mauritius Institute of Professional Accountants since 2006.  He holds a Masters in Business Administration from the University of Mauritius.

Currently, he is responsible for overseeing the audit of a portfolio of Ministries, Statutory and Other Bodies, Special Funds and a Local Authority.

Mr. Soolinduth Rampersad started his career in the National Audit Office as Trainee Examiner of Accounts in June 1981.

He was promoted successively over the years and became Head, Examiner of Accounts Cadre in July 2023.

He is responsible for overseeing the audit of a portfolio of Ministries, Statutory and Other Bodies, Special Funds and a Local Authority.

Mr. Poubarlen Mootoocurpen has been assigned duties as acting Assistant Director of Audit and in charge of a Division since July 2023 for the audit portfolio of Ministries, Statutory Bodies, Special Funds and a Local Authority. He was appointed as Trainee Examiner of Accounts in the National Audit Office in September 1994 after joining the civil service as Trainee Clerk in May 1991.

He obtained his ACCA qualification in June 1996, is a Fellow of the Association of Chartered Certified Accounts (FCCA) as from December 2005, and also a member of the Mauritius Institute of Professional Accounts (MIPA) as from April 2006.

Mrs. H.Kurreemun is a Principal Auditor in the National Audit Office (NAO).

She has been a part of the NAO for the past 30 years and started as a Trainee Examiner of Accounts. Currently, she is responsible for overseeing the audit of a portfolio of Ministries, Statutory and Other Bodies, Special Funds and a Local Authority. Additionally, she manages an Audit Division in the NAO.

Mrs. Kurreemun holds an MBA with a specialisation in Information Systems and is a fellow member of the Association of Chartered and Certified Accountants. She is also a member of the Mauritius Institute of Professional Accountants.
